Waxahachie ISD's Second High School Opens in 2027: What Home Buyers Should Verify Before They Buy

Waxahachie ISD is opening a second comprehensive high school, Waxahachie Creek High School, in the fall of 2027. The board has approved attendance zones, assigned whole elementary zones to each campus, and adopted transfer provisions for the students affected at opening. It has also said on the record that a future elementary campus could change the map again. If you are buying a home in Waxahachie between now and 2027, here is what is settled, what is not, and what to verify for a specific address.

What is changing in Waxahachie ISD in 2027?

Waxahachie ISD has operated with one comprehensive high school. Waxahachie Creek High School is scheduled to open in the fall of 2027 for the 2027-28 school year with a stated capacity of 3,200 students, which ends that single-campus structure and splits the district's high school enrollment across two buildings.

The district has been adding students steadily and projects continued growth, which is what drove the expansion. The same board action that set the high school zones also addressed an anticipated fourth junior high campus, so the change reaches further down the grade levels than the headline suggests.

For a home buyer, the relevant fact is not the building. It is that a district which previously had one high school answer for every address now has two, and the answer for your address is determined by which elementary zone you are in.

Which elementary zones feed which high school?

The board approved the zones by unanimous vote and drew the high school boundary from whole elementary zones rather than splitting them, which is the cleaner method and makes the assignment easier to trace.

Because the assignment runs through the elementary zone, the practical verification question for a specific home is not "which high school" but "which elementary zone," and that is a question the district's address lookup answers directly. Confirm it for the exact address rather than the subdivision name, because a subdivision can straddle a zone line.

What transfer provisions were approved, and what do they not cover?

Alongside the zones, the board adopted a set of provisions to ease the transition for students already enrolled when the new campus opens:

  • A one-time transfer election allowing a student zoned to one campus to attend the other for an academic program not offered at their zoned campus, continuing for the remainder of their high school career while they stay in that program.

  • A sibling transfer for the classes affected at opening, so a student may remain with an older sibling already enrolled at the other campus.

  • A grandfathering provision for students who have already earned at least one high school credit toward graduation at their current campus.

  • Transfer students provide their own transportation.

Two limits are worth understanding before you rely on any of this. These provisions were written for students affected at the opening, not as a standing open-transfer policy for anyone who buys a home later and prefers the other campus. And a transfer is a decision made by the district under its rules, which can be revised, rather than a property right attached to the house. If a specific campus assignment is load-bearing in your purchase decision, buy the zone, not the transfer.

Are the 2027 boundaries final?

They are approved, which is more than most pending boundary questions can claim. They are not permanent.

The district's chief financial officer told trustees that a planned new elementary school could alter these boundaries again, and characterized the possible effect as ranging from negligible to a complete disruption depending on where that campus is ultimately sited. That is an unusually candid statement from a district official, and it is the single most useful piece of information in this whole process for a buyer.

What it means in practice: the zone assignment you verify today is current information about a specific address, not a permanent attribute of the property. Anyone who tells you a Waxahachie home is "locked in" to a 2027 high school assignment is describing something the district has explicitly said may change. The honest position is that the elementary-zone-to-high-school mapping is settled as approved, the elementary zone boundaries themselves have a known open question attached to them, and both are worth re-checking closer to your closing date if the assignment matters to you.

This is the same shape as the restructure underway in Southlake, where Carroll ISD boundary changes for 2026-27 and beyond have created a similar gap between what is approved and what is provisional. The pattern in fast-growing North Texas districts is consistent: elementary zones tend to be the more stable anchor, and the assignments layered on top of them move more often.

Does this reach Midlothian and Pecan Hill addresses?

Yes, and this catches people.

Waxahachie ISD's service area includes portions of Midlothian and Pecan Hill. A home with a Midlothian mailing address and Midlothian city services can be zoned to Waxahachie ISD campuses, which means the 2027 restructure applies to it while a Midlothian ISD comparison tells that buyer nothing useful. Some master-planned development on that side of the county spans a district line, and marketing material for the same community has described it as being in different districts in different places, which is defensible if the development genuinely crosses the boundary and is exactly why the community-level answer is not the answer.

This is the same failure mode documented across the metroplex in which city and which district master-planned communities near Prosper belong to: the city map and the district map are drawn by different authorities and do not line up, and marketing understandably summarizes something that varies. The fix is always the same. Verify by address.

What does a boundary change actually change about a home purchase?

It changes what you can rely on, not what a home is worth in some abstract sense. School district quality is not a real estate question, and an agent who steers you toward or away from an area on that basis is doing something they should not be doing. What an agent can legitimately do is tell you which campus an address is currently assigned to, whether that assignment has a known open question attached to it, and where to confirm it yourself.

The practical consequences are ordinary and specific. A household with a rising ninth grader in 2027 is in a different position than one with a rising junior, because the grandfathering and sibling provisions apply to some grade cohorts and not others. A buyer under contract on new construction with a delivery date near the opening should understand which campus applies on the enrollment date rather than the contract date. And a buyer relying on a transfer rather than a zone is relying on a district policy rather than an address.

What else should you check in Waxahachie besides the school zone?

Ellis County has been expanding its use of special taxing districts, and the City of Waxahachie has had a public improvement district in place since 2007 under Chapter 372 of the Texas Local Government Code, with annual installments billed and collected by the Ellis County Tax Assessor alongside other property taxes and the assessment operating as a lien against the property.

A special district is a financing mechanism rather than a defect. It is frequently the reason infrastructure exists in a newly developed section at all. The failure mode is not choosing a district community, it is discovering the assessment during underwriting after the payment was modeled without it, because lenders count the full monthly obligation against qualifying ratios. It can also vary between phases of the same community. If you are new to this, start with the difference between a PID and a MUD in Texas, then confirm the position for the specific parcel with the tax assessor's record.

Waxahachie also holds three genuinely different housing markets that move on different timelines: the historic stock near the courthouse square, production subdivisions on the growth edges, and acreage outside the city limits. A price per square foot drawn across all three is close to meaningless. For orientation on where Waxahachie sits in the wider metroplex, see the DFW communities and zip code guide.

What should you verify before you write an offer?

  1. Confirm the elementary attendance zone for the exact address through the district's address lookup, not the subdivision name.

  2. Map that elementary zone to the 2027-28 high school assignment using the table above, and confirm it against the district directly.

  3. Ask the district what remains open, specifically whether the planned elementary campus has been sited and whether a further boundary revision is anticipated.

  4. If a transfer provision is part of your plan, confirm in writing that your student's grade cohort and circumstances qualify, and that transportation is your responsibility.

  5. Check the tax assessor's record for the parcel for any special district assessment, and confirm whether it varies by phase in that community.

  6. Confirm whether the address sits inside city limits, in the extraterritorial jurisdiction, or in unincorporated Ellis County, since that determines services and permitting authority.

  7. Have your lender model taxes, any assessment, and dues together, and ask what the first-year escrow becomes once a new home is assessed as improved rather than as land.

  8. On new construction, understand which campus applies at the enrollment date rather than the contract date, since delivery dates move.

If you are buying from out of state and cannot walk the property yourself, the verification steps above still apply and can all be done remotely; the parts that genuinely require someone on the ground are covered in buying a DFW home you have never seen.

Frequently asked questions

When does Waxahachie Creek High School open?

It is scheduled to open in the fall of 2027 for the 2027-28 school year, with a stated capacity of 3,200 students.

Which elementary zones feed Waxahachie Creek High School?

The board assigned the Clift, Dunaway, Felty, Marvin and Jimmy Ray elementary zones to Waxahachie Creek. Northside, Shackelford, Simpson and Wedgeworth were assigned to Waxahachie High School.

Are the approved 2027 attendance zones final?

They are approved, and the district's chief financial officer has publicly cautioned that a planned new elementary school could change them again depending on where it is built. Treat them as current rather than permanent.

Can my student stay at Waxahachie High School after the new campus opens?

The board adopted a grandfathering provision for students who have already earned at least one high school credit at their current campus, plus a sibling transfer for the classes affected at opening and a one-time transfer election tied to academic programs. Eligibility depends on grade cohort and circumstances, so confirm it with the district in writing rather than assuming.

Does a Midlothian address ever fall in Waxahachie ISD?

Yes. Waxahachie ISD's service area includes portions of Midlothian and Pecan Hill, so a Midlothian mailing address can be zoned to Waxahachie ISD campuses. Verify by address rather than by city or community name.

Should I buy the zone or rely on a transfer?

Buy the zone. A transfer is a district policy decision made under rules that can be revised, while the attendance zone is attached to the address.

Does Waxahachie have a PID?

The City of Waxahachie created Public Improvement District No. 1 in 2007 under Chapter 372 of the Texas Local Government Code, and Ellis County has been expanding its use of special districts. Whether a particular property carries an assessment is a parcel-level question for the tax assessor's record, not a city-level one.
