University Park, Texas: A Buyer's Guide to the City, the District and the Rebuild Question (2026)

​University Park is its own municipality inside Dallas, with its own police, fire and permitting, and it is served by Highland Park ISD, which also serves Highland Park and part of the City of Dallas. Those two facts explain most of what buyers get wrong here: an HPISD address is not automatically a Park Cities address, and a renovation or rebuild goes through University Park's rules rather than Dallas's. What University Park is

University Park sits immediately north of downtown Dallas, bordered by Dallas on the north, east and west and by the Town of Highland Park to the south. Together the two form the Park Cities. It covers roughly 3.7 square miles with about 24,000 residents, and it has been stable at close to that size for decades.

The city takes its name from its position beside Southern Methodist University, and many of its original homes were built for university professors and staff. Homeowners once paid the university for water and sewer service; as more homes were built, the university could no longer support them, and University Park incorporated as its own city in 1924 after Dallas declined to annex it.

Its boundaries run from US-75 west to the Dallas North Tollway, and from Northwest Highway south to Mockingbird Lane. Neighbouring areas include Highland Park, Preston Hollow, Bluffview, Greenway Parks and Devonshire.

Why being a separate city matters to a buyer

This is the part most listings never mention. University Park is not a Dallas neighbourhood; it is a separate municipal jurisdiction. In practice:

• Permits and inspections for renovations, additions and rebuilds go through University Park, on its timeline and under its ordinances, not the City of Dallas.

• Zoning, setbacks, height limits, lot coverage and tree requirements are the city's own. Anyone buying with a plan to build or expand should confirm the current rules with the city before the option period ends, not after closing.

• City services, including police and fire, are the city's own.

• The tax picture is the city, county, hospital district, college district and school district. Confirm the full list of taxing units for a specific parcel with the county appraisal district and a tax certificate rather than assuming from a neighbouring property.

Highland Park ISD: how the boundaries actually work

University Park is served by Highland Park ISD, and the district's footprint is worth understanding precisely, because it does not match the city.

​

Two elementary schools sit in University Park, Hyer and University Park. Two more sit in Highland Park, Armstrong and Bradfield. A fifth, Michael M. Boone, is located in Dallas. McCulloch Intermediate and Highland Park Middle share a campus that straddles the University Park and Highland Park line, and Highland Park High School is located in University Park.

The consequence for a buyer: an address served by Highland Park ISD is not necessarily inside either Park City, and a Park Cities address does not by itself tell you the elementary assignment. Confirm the district and the specific campuses for the exact address with the district before making an offer. The rebuild and renovation question

A meaningful share of University Park purchases are made with construction in mind, whether a full rebuild on the lot or a significant addition. That changes what due diligence looks like.

• Confirm what the lot allows under current city rules: setbacks, height, lot coverage, and any requirements affecting existing trees.

• Establish the permitting sequence and timeline with the city, since it governs when work can realistically start.

• Check access and staging. Many lots are alley-loaded, which affects construction access, parking during a build and day-to-day use afterwards.

• Get a builder's read before closing where the plan is ambitious. The custom builders page covers who works in this market.

• Price the lot, not just the house, where the house is coming down. Two similar lots can differ substantially on width, depth, orientation and street.

Neighbourhoods within University Park

The city divides into a number of distinct additions and subdivisions, each with its own lot patterns and price band: Volk Estates, Caruth Hills, Loma Linda, Windsor Place, Potomac Park, SMU Heights, University Court, Granada Place, Mount Vernon, University Heights, Preston Place, Armstrong Fairway, Westminster Place, Compton Heights, University Highlands, Campus Heights, Idlewild, Stratford Manor, St. Andrews Place, Golf Drive, Vanderbilt Place, Campus Green, Francis Daniel Park and Brookside Estates.

Because lots and houses vary so much between and within these, a price drawn from a city-wide average is close to meaningless. The comparable set is the block and the lot type, not the city.

Shopping, parks and the everyday

Snider Plaza, at Hillcrest and Lovers Lane, opened in 1927 and remains the city's central retail area. Preston Center sits at Preston Road and Northwest Highway, with further shops and restaurants along Preston Road near Lovers Lane and near SMU on Mockingbird.

City parks include Caruth Park at 7801 Hillcrest Avenue, with a playground, pond and walking trail; Curtis Park at 3501 Lovers Lane, which also contains the Holmes Aquatic Center; Goar Park at 3806 University Boulevard; Germany Park at 6401 Lomo Alto Drive, with track and field facilities; Williams Park at 3800 University Boulevard; Burleson Park at 3000 University Boulevard; and Elena's Children's Park.

What to verify before you make an offer

• The district and the specific campuses for the address, confirmed with Highland Park ISD.

• Whether the property is inside University Park city limits, Highland Park, or Dallas.

• The full list of taxing units on the parcel, from the county appraisal district and a tax certificate.

• Current city rules affecting any construction plans, including setbacks, height, lot coverage and trees.

• A current survey showing the lot dimensions, easements and alley access.

• An independent inspection, since much of the housing stock is decades old and systems vary widely between updated and original homes.

Common questions

Is University Park part of Dallas?

No. It is a separate incorporated city, surrounded by Dallas on three sides and bordered by Highland Park to the south. It has its own city government, police and fire departments and permitting.

Does a Highland Park ISD address mean the home is in the Park Cities?

Not necessarily. The district serves University Park, Highland Park and part of the City of Dallas, and one of its elementary schools is located in Dallas. Confirm both the jurisdiction and the campus assignment for the specific address.

What is different about buying here if I plan to rebuild?

Permits, setbacks, height, lot coverage and tree requirements are University Park's own, and they govern what can be built on a given lot. Confirm them with the city and get a builder's assessment during the option period rather than after closing.

How should a University Park home be priced?

Against comparable lots and comparable housing stock, block by block, rather than against a city-wide figure. With limited turnover and wide variation between original, updated and rebuilt homes, the active competition carries real weight. Are there MUDs or PIDs here?

Confirm the taxing units for the specific parcel with the county appraisal district. Special districts of the kind common in the outer suburbs are not the usual pattern in an established city like this one, but the parcel record is what settles it.

University Park Schools & Highland Park ISD

​

University Park is served by the Highland Park Independent School District (HPISD). As such, it is served by the HPISD's McCulloch Intermediate School and Highland Park Middle School (which share a campus located partially in Highland Park and partially in University Park), and Highland Park High School located in University Park. There are two HPISD elementary schools located in University Park (Hyer and University Park), two HPISD elementary schools located in neighboring Highland Park (Armstrong and Bradfield) and one HPISD elementary school located in Dallas (Michael M. Boone).

In the state testing, HPISD students consistently rank among the highest in the state, with 97% of the graduating class typically continuing on to college.​​​​​​​​​​​​​​​​​​​​​​​​​
