Celina Hills: What Buyers Should Know Before Touring

Celina Hills is a Centurion American community off Punk Carter Parkway that is largely built out, which makes it unusual in Celina — most of what you can buy here is resale rather than new construction. It also contains two quite different products: single-family homes built by Normandy Homes and Olivia Clarke Homes, and a separate townhome enclave by CB JENI Homes. Those have different buyers, different association arrangements and different resale pools, so establishing which you are looking at comes first. This page covers that, the district position and what to verify before making an offer.

Mostly sold out, so mostly resale
Builder listings show the Normandy and Olivia Clarke sections as sold out, with the CB JENI townhome enclave the part most likely to still have availability. Published counts differ — one source describes approximately 114 single-family homes plus the townhome enclave, another puts the whole master-planned community at 278 planned homes.

For a buyer that produces a different situation from most Celina communities. Here you are generally competing with other owners rather than a builder's inventory, which means condition, updates and lot position decide the outcome rather than a builder's incentive package.
Confirm what, if anything, remains available from the builder directly, since sold-out status on an aggregator lags reality in both directions. If a builder is still selling, contact an agent before your first visit to the model — recognition of your agent is commonly tied to that first visit.
Townhomes and houses are different purchases
The CB JENI townhomes run roughly 1,611 to 2,052 square feet with two to four bedrooms. The single-family homes here are considerably larger — resale listings show houses well over three thousand square feet.
If you are considering a townhome, the association does more, the governing documents cover more, and a lender may assess the project as well as you. Order the resale documents at the start of the option period and ask your lender to look at the project early.
If you are considering a house, compare against other houses here and in comparable Celina communities — a townhome and a detached home in the same community are not comparable sales for one another, even on adjacent streets.
Builder context is on the Normandy Homes buyer FAQ, which is useful background even on a resale.
The public improvement district
Celina Hills appears on the City of Celina's published list of active public improvement districts, with an annual service plan update. That assessment is levied on top of the usual taxing units, so the monthly figure is the mortgage, the taxes including the assessment, insurance and the association dues.
Pull the full taxing-unit list for the specific parcel from the Collin County appraisal district, obtain a tax certificate, and have your lender build the escrow estimate from those figures. On a townhome, where dues are typically higher, the combined monthly figure is what matters rather than either component alone. The special districts explainer covers how a PID differs from a MUD.
Amenities and the association
The community's amenity package includes a pool with shade structure, day beds, a lounge ledge and pool deck, a children's pool area, walking trails, ponds, a community centre and common areas.
Note that at least one aggregator lists a golf course among the amenities, which does not match any other description of this community and appears to be a template error. Confirm the amenity list from the association documents rather than a listing portal.
Before the option period ends, obtain the resale certificate and governing documents and confirm the current dues and billing cycle, whether separate associations apply to the townhome enclave and the single-family sections, exactly what each covers, the reserve position against the pool, ponds and community centre, any assessment history, and the rules on exterior alterations, fencing, parking, letting and pets.
Schools
Community and builder materials place Celina Hills in Celina ISD. Celina also contains communities served by Prosper ISD, assignment follows the physical address rather than the city name, and campus assignments change as districts open schools.
Confirm the district and the exact elementary, middle and high school assignments for the specific address with the district before making an offer.
What to check on the home
Homes here are recent rather than new, so the earliest are now several years old. Ask for records with dates covering roof condition and any hail-related work, HVAC systems and service history, water heaters, foundation performance, any structural warranty still in force and what transfers to a buyer, and pool equipment where present.
Get an independent inspection regardless of how new a home looks. Buyers routinely skip checks on newer houses that they would never skip on an older one.
What to verify before you offer
-
The product type, builder, section and year built from the appraisal district record.
-
Every taxing unit on the parcel and the current assessment, from the appraisal district and a tax certificate.
-
Which association or associations apply, with dues, inclusions, reserves and rules from the resale certificate.
-
The district and the exact campuses, confirmed with the district.
-
Whether any builder inventory remains, confirmed with the builder rather than a portal.
-
On a townhome, your lender's view of the project and the master insurance position.
-
System ages, warranty status and renovation history, documented.
Common questions
Is Celina Hills sold out?
Largely. The Normandy and Olivia Clarke sections are listed as sold out, with the CB JENI townhome enclave the part most likely to retain availability. Confirm directly with the builder, since portal status lags in both directions.
Who built Celina Hills?
Normandy Homes and Olivia Clarke Homes built the single-family homes and CB JENI Homes built the townhome enclave, within a master-planned community developed by Centurion American Development Group.
How many homes are there?
Published figures differ — approximately 114 single-family homes plus the townhome enclave in one description, and 278 planned homes for the whole master-planned community in another. Confirm anything specific from the parcel record.
What is the difference between the townhomes and the houses?
Size and ownership structure. The townhomes run roughly 1,611 to 2,052 square feet; the houses are considerably larger. On a townhome the association does more, the documents cover more, and a lender may assess the project as well as the borrower.
Does Celina Hills have a PID?
It appears on the City of Celina's published list of active public improvement districts. Confirm the current assessment for the specific parcel through the county appraisal district's records and a tax certificate.
Which schools serve Celina Hills?
Community materials cite Celina ISD. Confirm the specific campus assignments for the address with the district, since Celina also contains communities served by Prosper ISD and assignments change.
Thinking about Celina Hills?
Send what you are looking for — townhome or house, how much exterior maintenance you want to take on, your price range and your timeline — and you get back what is realistically available here and in comparable Celina communities, with the product type and parcel confirmed from the record, the association structure established, the taxing units and assessment pulled and the campus assignment confirmed with the district. Call 469-269-6541 or get in touch.
More on the city is on the Celina page, and other communities on the Creeks of Legacy page, developed by the same firm, and the Ten Mile Creek and Hillside Village pages. If you are selling here, the seller services page covers that side.
